Backwards Heading Numbers

I've set up heading styles as:
1.1
1.2
1.3
2.1
2.2
2.3

However, Word 2007 is putting the section number first instead of the
chapter number, e.g.,
1.1
2.1
3.1
1.2
2.2
3.2

I've tried deleting and re-creating the numbering information in the heading
styles to no avail. How do I get Word to number the headings correctly?

Is Hebrew or Arabic activated on your computer or your Word? If so,
then you have buttons for changing paragraph direction (independent
from the justification setting) -- see if R-to-L is chosen, and change
it to L-to-R..

I assume the buttons to which you refer show up in the Paragraph dialog. I
have no such buttons there nor are Arabic or Hebrew enabled on my machine.

Other ideas?

After playing with the numbering some more, I've gotten it to work
correctly. The problem is that the "Define Multilevel List" dialog is
anything but intuitive when it comes to number format.

Reading left to right, one first selects the Number Style and then "Include
level number from." However, doing this from left to right results in
backwards header numbers. One must address the number format section from
right to left in order to get the numbers to come out left to right (i.e.,
select "Include level number from" first and then Number Style).

Makes perfect Microsoft sense, eh?

Not at all. "Include level number from" is where you select the higher-level
number. This option is irrelevant for Level 1. After you've done that, then
you insert the current level. But if you start with the default 1, 1.1,
1.1.1, etc., multi-level list, then all this work is already done for you.

It was perhaps a little more obvious in previous versions, where the dialog
had "Number style" directly under the "Number format" box and then "Previous
level number" below "Number style" (greyed out for Level 1).
