As has been noted, you can only force it to take a specific drive letter, if
you plug it into the same port or the device is serial numbered. It is not
possible to do it any other way because Windows has no way of knowing that
it is the same device or a different one of the same type.

Not my exerience! Several of my Sandisk USB flash keys kept changing
the drive letter when I switched USB ports. With UDBDLM, I now have
better control.

If an USB drive has an hardware serial number then XP recognizes
the drive on any USB port as the same one and assings the old
drive letter. But the drive letter assingment can be overwritten
by other drives meanwhile and the drive indeed gets the first
availlable letter again...

Then your flash keys weren't serial numbered. Had they been you wouldn't
have had the problem. Not all flash keys are serial numbered, but some
manufacturers have assigned the same serial number to their entire
manufacturing output which really does cause problems.
