According to your description, my understanding is that you want to assign
a specific drive letter to your USB storage device.

If there is any misunderstanding, please let me know.

Based on my research, once we have changed the drive letter of a USB
storage device on Windows XP machine, then this device will always be
assigned the same drive letter as long as you plug it in the same USB port
on your machine as before.

We could change the drive letter of the USB device by the following steps:

1. Right click My Computer.
2. Click 'Manage' button to open Computer Management Console.
3. Under Storage -> Disk Management snap-in, right click the USB storage
volume and click 'Change Drive Letter and Paths for X:'.
4. Click 'Change' button and assign the driver letter you want to use for
this volume.
5. Click OK to save the change.

Moreover, please pay attention to avoiding conflict when assigning drive
letters to the USB storage devices.

The requirement for that last part depends on the USB drive. If it is
electronically serial numbered, then it will retain the same drive letter
regardless of which USB port you plug it into as XP can always recognise
that it is the same device.

If it isn't serial numbered then, as you note, it only works when plugged
into the same port. This is because when you plug it into a different port,
XP has no way of knowing if it is the same drive or a different one and it
will install it as a new drive if it hasn't been plugged into that port
before.
