"specified pop3 server found but no response from server"

I get this message often when I try to collect my e-mail in Outlook 2003.
Setting up the e-mail account again results in the 'test account settings'
failing to log onto a incoming pop3 server and failing to send a test
message. I get the same message with three different e-mail accounts and
three different servers.
