SPAM folder

A user has complained that legitimate email is going straight in the SPAM
folder (default folder in Outlook 2003 located in the mailbox of each user).
Here are my questions:

1. Where can I configure which email goes into the SPAM folder? Essentially
where from can I configure the SPAM filtering rules? Is it on Exchange or on
Outlook, and where exactly? Note: I don NOT mean the Junk Email folder (I
know where to configure the rules for that)

2. How come some users have the SPAM folder and some don't (all users using
the same exchange server)?

Outlook has no SPAM folder built in. If your user has one, either they created it and set rules for it in the Rules Wizard or it's as a result of an anti-spam application running on your server, in which case, you need to look at that application's configuration.
