Spaces internet addresses translated to "%20" in E-mails

When I click on an internet link in Outlook 2003 e-mail message, Firefox is
launched as my browser (which is my default browser). However, any spaces in
the webpage address are replaced with "%20". So for example,
www.web_link_example.com gets translated as www.web%20link%20example.com. As
a result Firefox cannot open the page.

What is causing this and how do I fix it?

I don't think anything has changed since then. Web page designers shouldn't
include spaces in their URLs. You might want to try using a different
browser to download the file.
