SP4 slowdown

After downloading & installing SP$, my system got
extremely slow. Did I do something wrong, or is this
supposed to happen? I uninstalled SP4, and system speed
was back to normal.
 
After installing SP4 I cannot connect to internet with any program - not a
browser, newsreader (currently using another computer) email client, etc.
You mentioned uninstalling....how is that acheived?
