SP4 installation failure in sp4iis.exe + Cannot submit a support request

My PC has Windows 2000 Professional and I've tried
several times to install Windows 2000 SP4 via Windows
Update, but the installation always fails at
the "Finishing Installation" stage as follows:

sp4iis.exe Application Error
The instruction at "0x01001ee7" referenced memory
at "0x00000000". The memory could not be "read".

A Dr. Watson dump was created in the file drwts32.log.
The relevant lines from svcpack.log file are shown below.

I've tried for two days to submit a support request via
the "Microsoft Windows Update Site Support Request" form
(URL: http://support.microsoft.com/default.aspx?
scid=/support/email/windowsupdate/wassist.asp&LN=EN), but
the response is a window with the heading "Sorry, the
page you requested is not available".

Finally, I restored my C: partition from a backup
containing SP3 plus fixes previously installed by Windows
Update.

Thanks in advance to anyone who has insight or can
suggest a course of action.

Windows 2000 has been partially updated and may not work
properly. It is recommended that you use your Emergency
Repair disk to repair your system. To do this, insert
the Windows 2000 Setup Boot Disk into the floppy drive,
restart your computer, and then select the Emergency
Repair option.

I have the same problem with instaling "Windows 2000
Service Pack 4 Express Install for End Users", I have
Windows 2000 Profesional on my machine! I have atempted at
least 20 times but the instal never completes. I have not
noticed an error message. I started the les than 600 K
install on a modem line last night and 24 hours later it
did not complete so I had to cancel the install, as
usual. What could be causing the problem?

Thank you for any help or direction where I can get help
to get this the service Pack 4 installed sucesfully!

FWIW, I downloaded the entire SP4 install ( 135 Mb ) rather than use
Windows Update. I shut down all unneeded programs and services before
running the install. I had no problems with the sP4 install nor
subsequent problems related to SP4.
