SP4 Install Error

When I am installing SP4 on one of my workstations I get
the error "File C:\winnt\system32\spcmdcom.sys is open or
in use by another application close all apps" Anybody
have a fix or work around for this error?

I am trying to install SP 4 on a dell laptop and get a Access denied error at the end of installation.

Error 1000
Windows cannot unload your registry file.

Detail: access is denied. , build number ((2195))

I am going to try again and get the svpack.log, and run regmon along with it.
