Windows 2000 Service Pack 4 setup Error

After I download and start to install SP4 I get the error
message "The file c:\winnt\system32\netstat.exe is open
or in use by another application". The installation then
fails.

I get this even after a fresh reboot and no other files
open, or programs running.

Any ideas?

After I downloaded SP4, and before I installed SP4 I
disabled anti-virus and disconnected from the Web. Don't
know if this is your problem. But I will tell you, I am
ready to uninstall it!
