SP4 installation failure due to open xactsrv.dll file

SP4 fails to complete installation because "The file
C:\WINNT\system32\xactsrv.dll is open." I have closed all
applications including Norton AV and firewall, and also
tried installing the SP in safe mode with same results.

Reboot into safe mode or command prompt and rename that file, then try
again.
