SP4 - HotFix 824301

After install SP4, dial up doesn't work. I heard that Hotfix 824301 solves
the issue. Can someone from MS post a link to download this hotfix, so my
remote users can dial in again.

With Windows SP4 installed and the Blaster security
upgrade installed as well, the Internet Connection wizard
will not allow a new connection to be given a name. One
of the consequences of this, is a new dial-up connection
cannot be set up. Does anyone have any ideas as to how
this problem can be fixed? Has the Internet Connection
wizard been corrupted?
