SP3 download problems

I am trying to update to SP3 on a PC that has Windows 2000 SP2 - and this PC
does not have an internet connection (the internet connectivity can only be
completed with SP3 installed). Error message on install of sp3express.exe
(moved to the target PC by using USB storage device) indicates that I should
seek advice from Microsoft Download web site that I then find does not exist
when I try to access it (no longer available). Anyone have ideas on how to
overcome this mexican stand-off?

Choose the network download.

http://www.microsoft.com/Windows2000/downloads/servicepacks/sp3/download.asp

or better yet
http://www.microsoft.com/Windows2000/downloads/servicepacks/sp4/download.asp

(service packs are cumulative so you only need to install the latest one)
