SP3 access denied error when trying to install

During an attempt to apply SP3 to a Windows 2000 server I
recieved security event 4355 saying access was denied and
the install failed. I was logged in with admin privelages.
I have not been able to find anything on this error in the
knowledgebase, can anyone help with this? Thanks.
