Most folks that have it were either in the beta test program, or they subscribe to MSDN.
Yes, that's the file name for the full file. (though its -ENU.exe ) English version.
 
Ive seen microsoft rep explain to start your download
before you go to bed....
Pity 56k users.....

Simply get it from Microsoft and there is no question if it is the
correct one.
ALL non Microsoft sources are not authorized and should be considered
suspect.
It would not be the first time someone modified a legitimate file by
adding dangerous code.

Why would anyone want to get something so critical as a Service Pack
from an unauthorized source?
Especially when it can be downloaded from the legitimate source
without the chance of a 3rd party corrupting the data.
NEVER get a Microsoft Service anywhere but directly from Microsoft.
Unless safe computing means nothing to you.

Nonsense. A valid digital signature guarantees authenticity regardless of
the source.

Before yesterday it wasn't available from MS to users in general.

Now becauses of MS's vast server bandwidth it is the best source.
Especially when it can be downloaded from the legitimate source

Read up on the concept of digital signatures and what they are and what they
are good for and who is a major player in that arena. You might start at
the MS site with your study of digital signatures. Safe computing is ALWAYS
intelligent and well informed computing. Start there too.
