SP2 release notes: XPePM.exe only for minimal kernel-only image?

Hi there!

I read in the SP2 release notes that "Use the XPePM.exe tool to change
the system power state only if you are deploying a minimal kernel-only
image".

Does this information apply only to SP2 or also to all previous releases
of XPe, in particular SP1. As it seems that SP2 brings more problems
than solutions (at least to me), I'd need to know if I should stop using
XPePM as well. ExitWindows does seem to work fine on SP1...

I think the information applies to SP1 too.

XPePM (actually XPePM.dll) is using NtShutdownSystem API to do the actual system shutdown.
This is the quickest way (no exit routine from shell, Winlogon and etc.).
