SP2 and SP3

SP3 requires at least SP1 to be installed prior to update to SP3. SP1 is that
base level that Microsoft has place for the security and WGA checking. (It is
part of the notes for installing SP3.)

The Microsoft page Nonny cited, http://tinyurl.com/2denpw , says
"Windows® XP Service Pack 3 (SP3) includes all previously released
updates for the operating system."

And, under System Requirements, it can be installed on any of:
Windows XP;
Windows XP Home Edition;
Windows XP Home Edition N;
Windows XP Media Center Edition;
Windows XP Professional Edition;
Windows XP Professional N;
Windows XP Service Pack 1;
Windows XP Service Pack 2;
Windows XP Starter Edition;
Windows XP Tablet PC Edition

Since XP alone is on the list, I conclude that SP1 is not required.

you are reading requirements to read the overview (one of the following
files)
Overview of Windows XP Service Pack 3.docx
Overview of Windows XP Service Pack 3.pdf
Overview of Windows XP Service Pack 3.xps

To be able to read ONE of the above documents, XP without service pack will
do just fine. HOWEVER, to install SP3, you'll need (at least) SP1a.
 
Stop giving bad information. Did you read the file? If you did then there's
just no hope for you.
