Sounds are gone!

My programs, including Windows XP itself recently stopped generating sounds.
No startup sound, no shutdown sound. I checked Control Panel > Sounds and
Audio Devices, Sounds tab, and there are only 4 events left in the Program
events list. How did they get deleted? How do I get them back?
