Sound settings with multiple users

The most annoying problem I have with Windows hasn't even got a work around
that I found ...
When multiple users share a PC, some want no sound and mute the sound,
others want some sound, and other like it loud.
At work it is ususally only a minor hassle, at home it is quite a shock to
logon, after my kids have been playing games, to be blasted with logon music
.... no matter if they user their own logon or not.
Everytime you logon, you get the setting for the sound that the last user set!
Why aren't the sound level and the mute setting stored in the user's
profile/registry and restored during logon?

Has anyone else had this problem, or found an add-on utility to fix this?
Seems like it would need to save the settings at logoff then set the system
to mute, then at logon, restore the settings and un-mute as needed in order
to assure you don't get blasted for it can change the settings to your
desired set.
 
From the Administrator down to each User, you can set their/your own
sound scheme. But the Volume control has only ONE button, period.
Start>Control Panel>Sounds & Audio>Sounds tab>Sound Scheme
After each user makes their own sound settings and names their
scheme, click Apply and OK. Before switching from one user to the
other, check the Volume button on the speakers first, then switch.
 
The problem isn't _which_ sound is played, but the volume.
The speakers on all of the systems involved do not have their own power
switch or volume knob ... some are even integrated into the system.
The only way to adjust the sound it through the software "volume control"
which runs in the system tray.
Since the sound scheme is loaded during logon, and all system sounds occur
after it is loaded, then it should have been possible for Microsoft to also
load and set the system volume and mute setting at the same time.

Microsoft's approach to hardware settings tends to be one size fits all.
Screen resolution is another example of a hardware setting that's the same
way. In some cases, there are third-party solutions to hardware settings,
but I've never seen one for sound volume. One thing you can do is turn OFF
the Start Windows sound, which I fully agree can wake up the house when the
volume has been changed.
 
Many newer Speaker setups have a remote control for volume &
mute. My Bose Companion 3 has a nice Rotary volume with a
Headphone/Input jack. Best of all, the top of the rotary volume is
a touch sensitive mute. You just lightly tap it for muting. Really a
nice feature for telephone calls or interruptions. It's definitely one
feature, I'd never do without on a PC with Sound.
**The remote is a corded module - not an Infrared handheld type.
