Sound Recorder

Hello...

I have a song saved on my c drive as a .wav format and am trying to compress
the file. I opened up my Sound Recorder program, opened up the properties of
the song. I clicked on the 'Convert Now' button to poen up the Sound
Selection box. I changed the name to CD quality and attempted to change the
format from PCM to MPEG Layer-3 however, I do not have that option. how do I
get that on my system so i am able to convert my files?

Can anyone help? I have Windows XP.
