Can't compress WAV to higher birate MPEG Layer-3

I can't convert and compress WAV audio to MPEG Layer-3
128kBit/s with Sound Recorder. The highest attributes
available is 56kBit/s. Where and how can I get the
appropriate codec? Please help.
