When I install a sound card it show up in the device
manager but not in the "Sounds and Audio devices" section
of the control panel. In the Properties-General section
for the hardware in the device manager there is the
messge "Status: Driver is enabled but has not been
started". Any Ideas?

Click START|RUN and type "services.msc" <enter> (no quotes)

Scroll down to WINDOWS AUDIO and see if it has started, and is in
Automatic mode. If not, double-click on it, click the arrow to the right
of the Start Up box, and set it to Automatic.

Check the website of the manufacturer of your sound card
to make sure you have the newest driver designed
specifically for Windows XP.

I have often found that the drivers bundled with XP don't
work properly.
