Sound card problem

I have a 7.1 sound card. The program it uses it called. Phillip Sound Agent
2. the problem I have is that when I have the sound on and I am running
itunes or windows media player there is a white noise but ones I play music
the white noise goes away. When I close the program it could be either
windows media player or itunes the white noise remained for 30 to 40 seconds
and it goes away is this normal for a sound card to do that when I have
programs that have audio?

Tell us more about the sound card and your computer specs,

Whats pluged in to the sound card etc

The white noise could come from electro-magnetic interference (EMI) from
other equipment in close proximity, such as a monitor or a fluorescent
desk lamp. White noise can also be caused by radio frequency
interference (RFI) and if you listen closely you might hear a radio
station playing through your speakers. This is a common problem with
amplified speakers.

Try moving things around on your desk. Also, coil as much loose wire as
possible. You can also buy an RFI/EMI choke for a few bucks at places
like Radio Shack, which may or may not help. And, of course, make sure
all your connections are solidly plugged in. Don't ask me how I know
about that...ahem.
