sound and multiple users

I have found that if one user is using Internet Explorer and a particle
website is using audio. If I switch to another user that new user can still
hear the audio from the other users Internet Explorer's website. Is there a
setting I can adjust to make the audio/sound independent for each user?
 
1 Computer, 1 Souncard and 1 Operating System.

Not much can be done about applications that are running in User A when you
switch to User B. In other words, sound playing won't stop unless you stop
the application.

One cannot 'split' a system component in such a way as to preclude access if
a second user is 'switched' on: not in Windows XP.

Should you wish to switch users and not have sound, then LOG OFF user A and
LOG ON User B.
