sort shortcut list

I have a list of short cuts in start menu/folder-abc. As I add a shortcut
to the list, it is placed at the bottom of the list. How can this list be
sorted?

Right click on the list of programs and choose "Sort by name." If you do
not want them alphabetical, you'll have to drag and drop them to arrange
them as you please.

I have tried "sort by name". Any item that I add still appears at the
bottom unalphabetized.

That behavior is unexpected. Do they revert back the next time that you log
on, or do they just not sort at all? What about dragging and dropping?
Does that work?
