Sort order in file dialogs

I am having an issue with the order in which files are sorted when I come to
an open/save file dialog of any kind in under WinXP Pro. Somehow, the files
have become sorted by date. Though I can temporarily resorted them by name
(right-click, arrange by...), the next dialog has them sorted by date again.
How can I change this across all programs?
