Something won't release modem

Win XP home, SP2

I have a Lucent Winmodem, driver 8.28. Recently I have trouble
reconnecting too the internet, dial-up, after the connection is closed
without a restart. I tried the obvious, closing opened programs and even
several processes I thought might be tying up the modem with no luck.
this is happening just about every time now - that is i can only use the
modem once per start up.

The best solution would be to find the offending program but I've been
unable to do that. Help finding it would be great.

But, lacking that, is there a way to force release of the modem?

No. Installed IE7 recently but not sure if problem coincieds with that
exactly. Been looking for the most recent drive, 8.30, but haven't found
a free download as yet and I've been at it more than an hour. However, I
don't really think the update will help with this problem.

I just downloaded a file from them that was named modem830.exe. Is that
the right file?

I don't know. I search there and could only find a reference to a 6.0
winmodem driver. I eventually found 8.31 from windows update. Previously
I had forgotten to click the hardware link on the left hand frame. It's
only about a 1/4 mg for the upgrade from 8.0. Did the trick. As you
know, Windows Update will do an auto install so I never really saw the
file name.
