Something is changing IP addresses in DNS cache

I go to the Universtiy of Kentucky and have been having troubles with
my internet. Three tech support people came up fruitless and the
fourth narrowed it down to the DNS cache. I have something that is
changing all the IPs. When I run ipconfig/flushdns I have less than a
second to try and load something. Usually I can get half a page loaded
before whatever is affecting my computer messes things up again. I
have SpyBot and McAfee but they havn't caught anything.

Try disabling the DNS Client service
