some programs will not initialize to install

When I try to unzip and install some programs this pops up;

16 bit Windows Subsystem

D:\DOCUME~1\BRUCEM~1\LOCALS~1\Temp\. A temporary file needed for
initialization could not be created or could not be written to. Make sure
that the directory path exists, and disk space is available. Choose 'Close'
to terminate the application.

Looks like a very old application with the old DOS 8.3 file name limitations.

Is it XP Compatible?
