Software restrictions intermittently prevents application installa

I have a software restrictions policy setup where the default security level
is disallowed, with an allow path rule for the system drive, and apply to
everyone except local admins.

Applications (MSI, MST) are installed per computer in system context. On the
whole, application deployment is fine. Intermittently applications will fail
to install with a 1007 error from MsiInstaller source. The issue seems to be
very random and affecting a variety of applications and computers around the
network. If I set a failed workstation to re-attempt install, the app will
install fine.

I can't find anything for this error on MS support or any other support
site. The event message is:

Description:
The installation of \\server\share\Applications\MS Office XP
SP2\v1.1.0.0\Laptop XP Pro.mst is not permitted by software restriction
policy. The Windows Installer only allows execution of unrestricted items.
The authorization level returned by software restriction policy was 0x0
(status return 0x0).
