Software processed sound skips

For a while now I have put up with a stuttering from my
soundcard (Creative SoundBlaster Live Gamer) in Windows
XP. I get choppy sound and video on My PC. I thought it
might be related to IRQ sharing or something. If I play
an audio CD in my CD-ROm I get no skipping that I know
of. If I play the same Audio CD through Winamp or
another audio software I get the stuttering sound. Games,
video, and DVD palyback are all affected as well. I am
puzzled as I heard the audio CD play music through to the
sound card fine when no software is rendering sound. Any
ideas on why I get the stuttering? An ideas on what I
can do to troubleshoot this more?
