That's not the complete error message.
Copy the complete error message (right-click, copy), and paste it into a reply here.
You may have different error messages for send than for receive, in which case
we need to see both.

Here you go:

The connection to the server has failed. Account: 'mail.threegservices.com',
Server: 'mail.threegservices.com', Protocol: POP3, Port: 995, Secure(SSL):
Yes, Socket Error: 10061, Error Number: 0x800CCC0E

Are you sure you are supposed to use port 995?
I contacted the server mail.threegservices.com on port 110 (without SSL)
and it worked fine.

If that's not the problem, it may be interference from your antivirus program.
Read http://www.oehelp.com/OETips.aspx#3
If you have McAfee or Norton antivirus, uninstall it. Reboot and try
Windows Mail again. Once you get your email working properly,
download and install a less intrusive antivirus program such as the
free Avast. Whichever antivirus program you keep, be sure to
disable its email scanning option.

Thanks for the feedback. That darn Norton (and McAfee) are often
the culprits when something goes wrong with mail.
