Socket Error: 10061

I am running Windows XP Home Edition with Outlook Express 6. My
computer is part of a LAN sitting behind a router connected to the
internet through a westell DSL modem. When I log onto my Windows
account and and start Outlook Express it connects to my mail server with
no problem. If I log out of my Windows account and then log in again
and start Outlook Express I get the following error:

The connection to the server has failed. Account:
'incoming.verizon.net', Server: 'incoming.verizon.net', Protocol: POP3,
Port: 110, Secure(SSL): No, Socket Error: 10061, Error Number:
0x800CCC0E

This will happen every time I try to send or receive email. The only
way to stop this from happening is to reboot the computer. The other
computers on the LAN which are running the same OS and software and
connect to the same mail server have no problems at all.

I have isolated the problem using msconfig to ccApp.exe. It belongs to
Norton's Internet security I assume. If I don't allow this to startup
my problems go away, but then Norton's antivirus and internet security
don't start. I've googled this problem and found nothing helpful. I've
gone to the Symantec website and again got nothing helpful. I've
uninstalled and reinstalled Norton's internet security and antivirus and
that didn't solve the problem. I've done an in place installation of
Windows XP and still have the same problem.

Posting my problem here is my last attempt to find a solution before I
punt and do a clean install of Windows XP.

Turn off the e-mail scanning in your anti-virus.

You are still protected:

If you have Norton Anti-Spam, that can also be the cause of the
error.

If still no joy, post to the OE specific newsgroup:
news://msnews.microsoft.com/microsoft.public.windows.inetexplorer.ie6_outlookexpress

A reinstall is doubtfully to be of any help.
