Are you talking about "Snap To" under your Mouse options? Try Control
Panel, Mouse, Pointer Options. The option makes the default button in
dialogue buttons active, rather than having to select/click with the mouse.
E.g. the default dialogue box buttons is usually the "OK" button, so the
"focus" is set to the OK button in various dialogue boxes.

After a not inconsiderable amount of research, it would seem that the real
problem is that you are "on Vista." Vista has been widely excoriated, and
deservedly so. This is one of just MANY dysfunctions in the crippleware
called Vista.
As to the many responses here by Microsoft shills -- it's all smoke. Vistas
mouse "Snap To" function was intentionally broken by Microsoft, in the sense
that how could it have NOT been noticed and corrected? It doesn't even work
with many of Vistas built in applications, like Wordpad, games, etc.
