smtp outgoing server will not allow me to send mail with attachmen

I set up a aol pop account on my windows mail account. Initially I could send
mail without attachments but later I could not send mail with or without
attachments. I keep getting "error 554" with code 0x800cccf6. I have the
exact same settings on a different computer that has outlook and I have no
problems. Anyone know what the issue is?
 
Please post the entire error message (right-click on it, select copy, paste
into a reply).
Is this a laptop? Used at home? Or desktop computer?
