Small, installation-free HTML editor for Windows?

Could someone recommend me a text editor, which makes the creation
of Web pages a bit easier than just typing all the HTML code manually,
which fulfills the following criteria?

1. Runs on Windows.

2. Can run right off a memory stick; ideally it would be so small
that it even runs right off a goode olde 1.44 MB diskette (i.e.
does not need installation under Windows, and in particular does
not modify the Windows registry).

3. While allowing me to edit the document on HTML level, provides
at least syntax colouring and template insertion for HTML tags.

4. Is either freeware, or not too expensive ( < 75 US$)

WYSIWYG Web Builder:
http://www.pablosoftwaresolutions.com/html/wysiwyg_web_builder.html

"WYSIWYG Web Builder - Version 2.7.1
Web Builder 2.x is a WYSIWYG (What-You-See-Is-What-You-Get) program used to
create web pages. WYSIWYG means that the finished page will display exactly
the way it was designed. The program generates HTML (HyperText Markup
Language) tags while you point and click on desired functions; you can
create a web page without learning HTML. Just drag and drop objects to the
page position them 'anywhere' you want and when you're finished publish it
to your web server (using the build in Publish tool).
Web Builder gives you full control over the content and layout of your web
page."

yes, PSpad:

1. Runs on Windows.
Yes

2. Can run right off a memory stick; ideally it would be so small

Will run from memorystick, a little too big for a floppy, writes it's
settings to local INI files.
3. While allowing me to edit the document on HTML level, provides

Syntax coloring and templates, drop tags, etc
4. Is either freeware, or not too expensive ( < 75 US$)

Freeware.

Small enough, but unfortunately focuses completely on the WYSIWYG
approach, and thus does not fulfil criterion (3) above. :-(

I'm more looking for a text editor which *helps* editing HTML.
I don't mind if there is a feature where I can edit a few
lines WYSIWYG, then get the HTML code and continue to work
with plain HTML later, like cunaForm or Nandu (both add-ons for
Mozilla) do, but I don't look for an editor which concentrates on
the WYSIWYG approach.

If you only want a basic level of HTML, ie basic text formatting, images,
and tables, the old Front Page Express that used to be distributed with IE
might be worth looking at. Googling for it throws up a number of download
sites.

I may be a little late here, but you could try:

http://www.portablefreeware.com/?c=2&sc=61

There are a lot of really cool utilities here as well. On the NOT
freeware side, I have kludged my registered HTML stuff to run on my USB,
but it always asks me to find stuff that would be there if it looked
through the registry.

Cap'n!
