Slow XP Problem

The XP PC runs slowly. Looking at the performance stats processor and
disc queueing is normal, but pages per second stays high for several
seconds instead of spiking like the others.

Minimising or maximising a window causes pages per second to go high
for several seconds. However repeating this with the same window may
not, suggesting that the details are re-read?

I’ve looked in the Msoft knowledge base and can’t find anything like
this. Anyone got any idea what exactly the problem is, or can point me
at relevant information?
