Hi Tim!
If this is very recent then Norton AV is possibly to blame:
Here's a post from "Doug" in the misc newsgroup:

If you have Norton there overnight update has caused some problems.
This is what I have found and posted elsewhere..
Just got through to Norton, as I thought they are now aware of this
problem (where not on my first call this morning). The situation can
be temporarily rectified by opening up your internet browser. Going to
tools/options/advanced then scroll down to security and uncheck the
following 2 box's if they are checked.
Check for publisher's certificate revocation
Check for server certificate revocation.

I suspect that Norton will resolve this PDQ.
Otherwise the most probable causes are:
** Windows 95/98/ME
Too much accumulated junk in:
C:\Windows\Temp folder
** Windows NT/2000/XP
Too much accumulated junk in:
C:\Documents and Settings\<user>\local settings\temp folder
** Excel 95/97/2000
Bloated Excel.xlb or Excel10.xlb file. I think that this has been
cured in Excel 2002 (XP) as I've not seen any reports of it happening.
Cures are:
Close down and re-start the computer so as to make sure that you've
finished any incomplete installations that use the tem folder.
The empty the temp folder of all files.
With bloated xlb file, locate the file using:
Start > Search > For files and folders
Search for *.xlb
If it is above around 30KB then it is bloating and should be deleted.
(Save a copy if you like but I don't think that much in terms of
toolbar modifications etc can be restored from a bloated file)
