slow startup, audio and video skips and is choppy

i dont know whats going on, i just reinstalled windows 3 days ago and now
these problems, i have run virus and adware scans and they havent detected
anything here are a few of the error codes i found in the event finder, can
any one help me using laymen terms?

Error, Event ID 4609, Category 50, File Name COMRes.dll
Error, Event ID 1002, Category 101, File Name faultrep.dll
Warning, 4352 54 ComRes.dll
