.. Operating system edition? Service pack level?

.. What changed between a time it was working fine and when it stopped
working?
. Installation of any new applications?
. Installation of any new hardware?
. Power outage?
. Other people use your machine without your watchful eye?

.. What happens if you do the following:
. Reboot.
. Immediately (as soon as you can) click on the Start Button.
. Choose "RUN" from the menu.
. Type in:
control appwiz.cpl
. Click OK.
. Wait at least 2-3 minutes before doing anything else.
. Did the "Add or Remove Programs" control panel appear?

.. You may need to repair some system files. In order to do this, you
could...
. Reboot.
. Put in your WIndows XP installation CD (not restore, not recovery...)
. Immediately (as soon as you can) click on the Start Button.
. Choose "RUN" from the menu.
. Type in:
sfc /scannow
. Click OK.
. Follow the instructions.
. Reboot when done, whether asked to or not.

Start here, then we can figure out what the issue is and fix it:

Click Start, Run and in the box enter:

msinfo32

Click OK, and when the System Summary info appears, click Edit, Select
All, Copy and then paste back here.

There would be some personal information (like System Name and User
Name) or whatever appears to be only your business that you can delete
from the paste.

Reduce the chances of malicious software by running some scans.

Download, install, update and do a full scan with these free malware
detection programs:

Malwarebytes (MBAM): http://malwarebytes.org/
SUPERAntiSpyware: (SAS): http://www.superantispyware.com/

These can be uninstalled later if desired.
