Slow RAS

I have windows 2003 server and two 56K modems used by RAS, but the maximum I
can get when remote connected is only 31K, I had RAS before on Windows NT 4.0
server and it was fine, anyone can tell me why is that, and if there is any
solution?

56k only applies to downloads from a machine equipped with a digital
interface. Modems using normal analog techniques run at 33.6K max, so you
are doing well to get 31K .
