SLow RAS dial in connection

We want to enable dial in connections to a remote user. But we can't get any
higher that 24-26k. We are using 56k modems on both ends. Port and modem
settings have been set to their peak and at 57.6 for troubleshooting. Is
security limiting bandwidth? All I want to do is allow a user to dial in and
access the internet.

This is normal. Standard 56K consumer modems are only 56K downstream - they
are still 33.6K upstream.

Now here is the thing, in order for the 56K downstream to work an ISP has a
different piece/type of equipment at their end. If you're just trying to
have one 56K consumer modem call another 56K consumer modem, the upload
speed on each modem is limited to a maximum of 33.6K. However, line quality
and packet overhead (if you're actually transferring data and not just
looking at the connection speed) will affect the exact speed you get.
