Slow Publishing to IIS6.0

I have a number of users using FP2k and FP2k2, the problem is that some
times suffer from very slow publishing times when publishing to my IIS6.0
server.

I have tightened and repaired the settings in IIS6.0 and it seems to improve
things for the initial publish but subsequent publishes are very slow (1
hour for 5Mb of changes). Even publishing from one website to another on the
same server is still extremely slow.

Does anyone have a clue why this is so. There are no messages in the logs

On the Server:

Type of processor?
Amount of Memory?
What other apps are running on the server?

PIII 700 Mhz
1Gb RAM

Windows 2003 Web Edition
PHP
ASP
ASP.Net v1.1.4322
FP Svr Extns 2002
VSS v6.0 (not in use)
MySQL Server & Client (not in use)
Trend ServerProtect antivirus

If your Windows 2003 Web Edition server is like mine (standard) was, the Performance Values are
empty, and need to be set.
