Publish transfer rate question

This may not be an FP issue. I run FP2003 on Windows XP. I have a hiking
website that is picture intensive. Whenever I publish a hiking trip report,
I upload (publish) 40-50 pictures at a time. I notice that the initial
transfer rate is around 5 KB/s and then slowly increases in the next couple
of minutes to around 50 KB/s. Anybody have any idea why the initial transfer
rate is so slow.
