slow performance

Why do my prgorams take so long to start up? Sometimes
my CPU usage is at 100% and nothing is running. Outlook
Express and IE take 5 minutes to load.
Also, when I got to add/remove programs, some programs
cannot be removed. Nothing happens when I click "remove."
I have had the program for about 9 months.
Is there a program I can download and analyze the
performance of my machine?
