What could be causeing a client xp computer in a domain
using windows 2000 server to take excessive amounts of
time to login in?

Misconfigured DNS settings on the XP computer.
XP uses DNS to find domain controllers and log in.
You want to set the XP machine to use the Windows 2000
Server (or the INTERNAL DNS server, NOT the ISP DNS
server) as its DNS server.

If you need Internet access, then add a DNS forwarder on
the DNS server so it points to the ISP's DNS servers.
(Start->Programs->Administrative Tools->DNS on the
Windows 2000 Server, and check the help file there for
forwarders).
