All 20+ of the responses you've received are bogus advice.
It is clear you have the same problem I do - namely, that Front Page is
downloading at 28.8kbps insstead of your proper speed for your internet
connection.
I have two machines with two Front Page installs and both do this.
Everything else downloads at more than 3mbps (my connection is rated at up
to 4mbps), FTP downloads at 3 to 4 mbps as does browsing folders in Internet
Explorer. Additionally, I sometimes use my webhost's "File Manager" onlinr
program which is a Java script utility and everything uploads and downloads
at my conneciton's near-max rated speed, so all those java tips are bogus too.

What's weird is mine UPLOADS just fine at 512kbps.
I was really disappointed to see your entry here from October with no
straight reply from one of the MS-paid hosts, meaning they know about this
problem and probably have no intention of helping us out.
