Slip programs that a haccker installed!!!

I have windows xp home installed on my computer. Recently
I have had some sort of hacker attack while online. I have
some sort of slip program that has been installed that
changes everything on my computer. When I start up I have
all networking and server features installed and running.
I have little or no control of my computer. I have tryed
everything I can think of but no help. I have reinstalled
windows xp several times but end up with the same problems
everytime. Does anyone know how to remove this slip type
program? I do know that the hacker or hackers used the
WBEM program which is only supposed to be used for
testing. Please HELP ME!

If this keeps happening, I suggest that you vack up your data, do a complete
reinstall (not an upgrade/repair) - destroy/recreate/reformat the partition.
Enable your firewall *before* connecting to the Internet. Then connect,
install your AV software and update it, run Windows update for all critical
patches, and restore your data.

I have already reloaded windows full install formatted the
hard drive ect. I have not been on line since I found this
problem. Can anyone tell me how to uninstall or delete
this slip program?
