Slight garble on leading edge of voice talk

When I play any CD / DVD ( either prerecorded or home recorded ) there is ,
what I call a leading edge distortion or garble. Once past the beginning
sound of a given word, the sound is clear. When doing a check through
control panel / Audio and Sounds devices, a Wizard test pops up a " cannot
execute DpvSetup.exe, error code #0X80004005".

Not sure when this all started happening. May have been after installing MS
Service
pack 2. In following MS bulletins for this error code and doing as
instructed, the problem still remains. Have lowered volume and record
levels, moved sliders as requested in instructions from bulletins. The same
disks play OK on other units. When I go to the System32 files to locate if
DpvSetup.exe is there, I find a small circled X in front of the file.
Tried Cine player also and get the same garble, as in Media Player 10. Have
uninstalled audio drivers, updated audio drivers as part of trying to
correct the garble sound. Tried other stereo phones and speakers. Not sure
if the DpvSetup.exe is part of this problem, but is the only clue I have.
Don't believe its the sound board, as the sound is clear when playing voice
from files I had recorded in the past. The same condition of garble takes
place using the internal CD and DVD players AND with an USB All Format
Iomega drive.
Am going bonkers trying to correct this. Am missing some step in adjusting
things, but sure is elusive .
