Slide Backgrond for Template in 2007

I used to be able to insert a photo or artwork for a slide background. When I
viewed the Master slide I could go to Format menu > Slide background >
Background Fill >Fill Effects > Picture tab > Insert Picture. How do I do
this in PPT 2007?
I can just insert a picture but this seems to make the file size large. Any
thoughts?

Right click on a blank area of the master (the big one) > Format Background
Picture or Texture Fill
Click File Button
